for mortal, it's really very easy, just press the button x and follow the quest inside. as for god and celes,we need to use sappire to join kingdom, number ofsappire use depend on how many character/knight that in kingdom.
quest 221 for mortal are very simple to complete, buy a warp scrols, and warp your position outside the quest entrance( also the same as kingdom site).
when you are level 355, you can use warrior seal to right click, and you will have different cape. then use oris to make cape plus 9. it's not easy to reach the final cape.
being a celestial you cant use ori or laks to upgrade your cape, you will need locked seal magic seal to unlocked
